The Richland County Sheriff’s Office is notifying Richland County residents of a Moderate risk sex offender attending Wyndmere Public School and lives at 210 Iowa Avenue in Barney.
16 year old Hunter Wayne Phelps has two criminal convictions of Gross Sexual Imposition, stemming from incidents in 2007 and 2010. The victims were ages 8, 6, and 2.
