HICKSON, N.D. (AP) - Some residents in North Dakota's most populous county are seeking annexation into a neighboring county because they claim public officials aren't listening to their
complaints about a plan to re-route water from a flood-prone river.
The residents live in Cass County, about 15 miles south of Fargo. They say a Red River diversion around Fargo and Moorhead, would either flood their property or force them to build ring dikes.
The group is seeking annexation to Richland County.
Organizer Greg Hanson says most people think the group is nuts for pursuing it, but he feels residents have no other options.
Darrell Vanyo, chairman of the Cass County commission, says he's sympathetic to the fears of people who would be affected, but calls the threat of annexation "pie in the sky."
