A Fergus Falls level 3 sex offender is back behind bars for the second time since his release.

33 year-old Anthony Randklev was arrested for violating his parole with the use of intoxicating substances. He was arrested earlier for violating the terms of his house arrest.

Randklev was convicted in 2008 of kidnapping and raping a Fergus Falls woman.
